| Abstract | Bakalářská práce si klade za cíl zmapovat nefinanční nástroje podpory kultury a jejich způsob praktického využití demonstrovat na čtyřech městských částech hlavního města Prahy. Jednotlivé kapitoly definují rozdíl mezi finanční a nefinanční podporou kultury. Dále představují výčet hlavních nefinančních nástrojů, který je doplněn o inspirativní příklady z měst České republiky a ze zahraničí. Práce hledá odpovědi na otázky, zdali se dají nefinanční nástroje vyčíslit a komu jsou určeny. Závěrečná část představuje systém nefinančních nástrojů podpory kultury na území městských částí Prahy 6, Prahy 7, Prahy 10 a Prahy 14. Zmíněné městské části práce nekomparuje, nýbrž poskytuje informace o funkčních nefinančních nástrojích, které veřejná správa poskytuje kulturním aktérům tvořícím na jejich území. Zdroj informací práce se neomezuje pouze na legislativní prameny, odkazy na strategické materiály a studie, ale přináší aktuální autentické výpovědi zastupitelů, úředníků a kulturních aktérů. Vize práce tkví ve zviditelnění druhu podpory kultury, který nebývá strategicky a transparentně ukotven ve fungování veřejné správy. |
| Translation of abstract | The bachelor's thesis aims to map non-financial instruments of cultural support and demonstrate their practical use in four city districts of the capital city of Prague. The individual chapters define the difference between financial and nonfinancial support for culture. They also present a list of the main non-financial instruments, which is supplemented by inspiring examples from cities in the Czech Republic and abroad. The thesis seeks answers to the questions of whether nonfinancial instruments can be quantified and to whom they are intended. The final part presents a system of nonfinancial instruments to support culture in the city districts of Prague 6, Prague 7, Prague 10 and Prague 14. The thesis does not compare the districts, but provides information on functional non-financial instruments provided by public service to cultural actors in their territory. This work doesn’t take information only from legislative sources, references to strategic materials and studies, but brings current authentic statements of representatives, officials and cultural actors. The vision of the work is to bring attention to the type of cultural support, which is not strategically and transparently anchored in the functioning of public administration. |
